Installation question on Solaris 2.7

I have queried this list before but was never able to resolve the problem. I am installing on Solaris 2.7. I run ./configure successfully and when I run 'make', it goes almost to the end and then gives me this message:

make[1]: Leaving directory `/usr/local/hypermail-2b29/libcgi' gcc -o mail -g -O2 mail.o ../libcgi/libcgi.a -lsocket -lnsl

Undefined first referenced
 symbol in file
__inet_addr mail.o
ld: fatal: Symbol referencing errors. No output written to mail make: *** [mail] Error 1

I was previously told that with Solaris 2.7 that I should change the line NETLIBS= -lnsl in the Makefile to NETLIBS= -lsocket -lnsl and run 'make' again. I did that and still get a similar message. Can anyone who is using Solaris 2.7 or can troubleshoot this give me some ideas? Thanks
