You did leave out an ocean of details we could have used to attempt to solve this:

• Hypermail version?
• Hypermail command line options
• config file
• Can you repeat this with an existing mail file?
• What does "could not be opened" mean?
• What did the attachment file really contain?
• Does the size of the attachment file differ from the orignally sent file?
• Is the web server configured to send proper mime types for .doc and .xls files?

... and all other details you think matters.
