 Does it update if you run hypermail from the command line, but not update via cron?
 If it doesn't update when run from the command line, try running it with the option -p and look at whether the messages it produces tell you anything. I.e. use a command line that looks something like this:

hypermail -p -c /home/projarc/projarc-hmrc
