my date and formatting patches

These were sent to Kevin a while back, so Kent may already have them (or at least an earlier version). Anyway, to make things easier I have pulled a diff from 1.02 into

It fixes the umask default, the date problems, one of the Message-ID bugs, and removes those annoying #start/#end fragments that mess up the browser history.
