Huh? Hypermail *does* use the GNU autoconf. However Hypermail does need some work to make better use of the features.
Things I noticed;
1) Man paged do not get installed.
2) $(INSTALL) is not used everywhere
3) htmldir and cgidir need to be edited in the finished Makefiles. I would
suggest setting by default;
htmldir=${exec_prefix}/doc
cgidir=${exec_prefix}/cgi-bin
Then add a --htmldir= and --cgidir= option to configure.
4) The cgi "mail" program does not get built without editing the Makefiles.
