problem with templates

I am running 2.0b3 and did not modify options.h at all nor am I using environment variable. I am invoking hypermail with command line options
-a -b -c -d and -l, and everything seems to be working fine except the
templates specified in the config file. I can play with the other options in the config files and see the differences, but the templates are completely ignored as far as I can tell. Are there some dependencies that I missed? Anybody else run across this problem?
