I just went through this with Jose Kahan (W3C) this morning. He's got a set of patches he wants us to try out first. I'm in the process of doing that right now. At the same time, I made another change to the current configure script (didn't commit it yet). I got tired of having to manually edit the files every time to set cgidir and htmldir variables, so I modified it to accept --httpd, --cgidir and --htmldir (with the default being Apache style tree - /usr/local/apache).
I'm testing Jose's release right now, see how it runs on some old archives I have and see what happens. I'd suggest more people do so as well (send him a note asking where the tarball is). He's actually waiting for results before merging/committing to the CVS repository.
