    Try:

    hyp-fttest: "|/usr/products/IRIX/hypermail/v2_b29/bin/hypermail -i -u -d /usr/products/cluster_disk/hypermail/archives/fermitools/fttest -l \"FTT-test Archive\" -a ../ftarchives.html -b README.html -c /afs/final.gov/files/home/room2/donnar/hypermailtest/test.config"

    ( or ~donnar/hypermailtest/test.config )

    This is omitting all quotes except with the ones wrapping the whole command. Also, another way to shorten the command line is to put the label (-l), directory (-d), archive (-a), about (-b) in the config file, instead of specifying them on the command line.

    -l        :     label=
    -d        :     dir=
    -a        :     archives=
    -b        :     about=
