Yes, one of the RFC2045-2049, I can't remember exactly which at the moment.
basicly it is built up like this:
=?iso-8859-1?Q?encoded-part?=
Where 'iso-8859-1' is the charset, 'Q' is the encoding used (Quoted-Printable), I think 'B' is used for base64, and then the encoded-part that is the specified charset encoded as specified.
