As the author of those comments (and as a person who's frequently asked to have them taken down from the website because they're wrong now -- hint, hint), I'm happy to inform you that the process for building hypermail under Cygwin is:
./configure make
You should also be able to compile it with LCC-Win32 using the files in the lcc directory and following the instructions, and now that I have MSVC++ on my home machine, I'll check something into CVS before long to help people build it with that compiler.
