They probably should. On the other hand mail systems shouldn't generate messages with duplicate message-ids :->.
I sent Daniel a patch last night that (amongst other things) replaces duplicate message-ids with locally generated unique ids. It uses a simplistic approach, and can mean that threading isn't perfect, but I think it's a step in the right direction.
If you are seeing lots of duplicate message-ids and you have some sort of control over the systems generating these messages then please (this is a general plea :->) complain to the suppliers and try to get them fixed.
