Two things to check, can the mailer write into that directory ? Is there some software bug causing hypermail to fail ?

If you have root access you could save this message to a file called 'mailmessage' and try....

'su -c "cat mailmessage | hypermail -i -u -d /usr/local/apache/htdocs/archive'

and see what output you get.
