No mails to output! when mailbox empty

Hope this isn't an faq.

I just upgraded from 2b3 to 2b29 (Y2K). I created a new archive, whose mailbox is empty, and ran

	hypermail -p -m /home/archives/131 -d ".." -c "../.hmrc"
	Loading mailbox "/home/archives/131"...
	   0 messages.
	No mails to output!

Nothing was created! The previous version would create an index.html, so users would see something, even if there wasn't nothing archived yet.

Although the comment in hypermail.c says

        /* Always write the index files */

The code to do so is now surrounded by

        if (amount_new)
