# Hope this isn't an faq.
#
# I just upgraded from 2b3 to 2b29 (Y2K). I created a new archive,
# whose mailbox is empty, and ran
#
# hypermail -p -m /home/archives/131 -d ".." -c "../.hmrc"
# Loading mailbox "/home/archives/131"...
# 0 messages.
# No mails to output!
#
# Nothing was created! The previous version would create an index.html,
# so users would see something, even if there wasn't nothing archived yet.
#
# Although the comment in hypermail.c says
#
# /* Always write the index files */
#
# The code to do so is now surrounded by
#
# if (amount_new)
#
# Thanks,
#

I have no real problem with this working either way... Why would you want nothing output ? How it is used or how would it be a useful feature ?
